Is There a DPDP Certification? What Businesses Can Show Instead
No. The Digital Personal Data Protection Act, 2023 and the DPDP Rules, 2025 do not provide any certificate, licence or registration for ordinary businesses that process personal data. A provider offering to make your business ‘DPDP certified’ is selling something the law does not recognise. What protects a business is evidence that it took reasonable steps: a data map, notices, consent records, security controls, vendor contracts, a retention schedule and a breach plan.
Does the DPDP Act provide any certificate?
No. The Act imposes duties on Data Fiduciaries and gives the Data Protection Board power to inquire into breaches and impose penalties. It does not set up any scheme under which a business can be certified as compliant.
Significant Data Fiduciaries notified under section 10 must appoint an independent data auditor and carry out periodic impact assessments. That is an audit duty for a notified class, not a certificate available to every business, and most MSMEs will not be notified.
Consent managers, which help individuals give and manage consent across platforms, must register with the Board under Rule 4 from November 2026. That registration applies only to consent managers, not to the businesses whose consent they manage.
What are ‘DPDP certification’ courses?
Many training providers offer courses titled ‘DPDP certification’ or ‘certified DPDP professional’. These certify that an individual has completed training. They can be useful for the person handling data protection in a business, but they say nothing about whether the business itself complies.
When a customer or tender asks whether you are ‘DPDP certified’, the honest answer is that no such certificate exists, followed by a description of the steps you have taken and the evidence you can share.
What do ISO 27001 and ISO 27701 add?
ISO 27001 certifies an information security management system, and ISO 27701 extends it to privacy information management. They are voluntary international standards, certified by accredited bodies, and they demonstrate mature security and privacy processes.
They can support DPDP compliance, particularly the security safeguards in Rule 6, and some large customers ask for them. They are not DPDP certificates, and a small business can meet the Act without them.
For most MSMEs, certification is a commercial decision driven by customer demands rather than a legal requirement.
What evidence should a business keep instead?
Keep a dated compliance file. Under section 33(2) the Board considers, among other things, what a business did to mitigate the effects of a breach and whether its response was proportionate. A file showing reasonable steps is the practical protection the law allows.
The file should hold the data map, privacy notices and form wording, consent records and the opt-out process, security policies and evidence of access reviews and backups, vendor data processing agreements, the retention schedule, the breach plan and records of rights requests and complaints.
Review it on the same calendar as your other statutory compliance, so it stays current rather than being assembled after a problem.
Certificates and registrations: what each really is
| Item | What it is | Needed by an ordinary MSME? |
|---|---|---|
| ‘DPDP certified’ company | Not a recognised status under the Act | No — it does not exist |
| Consent manager registration (Rule 4) | Registration with the Data Protection Board | No — only for consent managers |
| Independent data audit (s.10) | Duty of Significant Data Fiduciaries | No, unless notified as an SDF |
| ISO 27001 / ISO 27701 | Voluntary security and privacy standards | No — optional, sometimes asked for by customers |
| Training ‘certification’ | Certificate of an individual’s course | Optional, useful for the person in charge |
Frequently Asked Questions
- Is there an official DPDP compliance certificate?
- No. Neither the DPDP Act, 2023 nor the DPDP Rules, 2025 provide a compliance certificate or registration for ordinary businesses. Evidence of reasonable steps is what protects a business.
- Does my business need to register with the Data Protection Board?
- No. Only consent managers register with the Board under Rule 4. Ordinary businesses do not register.
- What should I tell a customer who asks if we are DPDP certified?
- Explain that no such certificate exists, then describe your controls and offer evidence: your data protection statement, policies, breach plan and a signed data processing agreement.
- Is ISO 27001 enough for DPDP compliance?
- No. It supports the security safeguards the Act requires, but notices, consent, rights, retention and breach intimation must still be addressed. Nor is it required for DPDP compliance.
- Are DPDP certification courses worthwhile?
- They can help the person responsible for data protection understand the law, but they certify that individual’s training, not the business’s compliance.
